After the police beating of Rodney King in 1991, the inspection general position was established to monitor citizen complaints dealing with police brutality and racial discrimination. What often ties in with police brutality is racial discrimination. Racial discrimination is mostly aimed towards Hispanics and African Americans. A study done in 1994 through 1995 of a group of 90,000 middle school and high school teenagers were surveyed to see how they would turn out to be in the year 2008. The study in 2008 states that the majority of the teenagers that were surveyed in 1994 that were African Americans had higher statistics of being arrested, incarcerated, and received long criminal sentences. RESEARCH PAPER A fraternity, as defined by the The American Heritage Dictionary is "a chiefly social organization of male college students, usually designated by Greek letters."(pg. 523) This definition, however, is very limited and leaves plenty of space for short sighted people to believe the stereotype conveyed by the popular media, where fraternity members are depicted as drunks who accomplish nothing either scholastically or socially. Unfortunately, both this definition and media portrayals fail to mention the fact that membership in a fraternity is a life-long experience that helps its members develop social, organizational, and study skills during college, and that teaches true, everlasting friendship. As a matter of fact, fraternities have a long tradition of high academic achievement, and most of our nation's presidents were members of a Greek association. According to Irving Klepper, the first fraternity (Phi Beta Kappa) was founded for "social and literary purpos es" at the College of William and Mary in Williamsburg, Virginia on December 5th 1776. After half a century of existence, it became and has since remained a scholarship honor society. Throughout the nineteenth century, many new fraternities were founded, but none of these were permanent. Then, in 1825, the Kappa Alpha Fraternity (now Kappa Alpha Society) was born at Union College. Two years later, Sigma Phi and Delta Phi had been founded at the same college, constituting the so-called Union Triad which was, in a large measure, the pattern for the American Fraternity system. By the end of the nineteenth century there were over thirty general fraternities in this country (pg. 18). Today's fraternities still have all the characteristics and precepts of the their past fraternities: "the charm and mystery of secrecy, a ritual, oaths of fidelity, a grip, a motto, a badge, a background of high idealism, a strong tie of friendship and comradeship, and urge for sharing its values through n ationwide expansion." (Klepper pg. 18) In addition, today's fraternities help their members develop many skills which are used in and out of college. During membership in a fraternity, one must learn leadership skills, because the chapter has to be run in a business-like manner and because it embraces different offices (President, Vice-President, Treasurer, Scribe, etc..) which are held by its members. These offices closely resemble the ones of real business. Additionally, since membership in a fraternity is seen as a great achievement by other Greek associations' members, every brother must be able to uphold that office at any time. Organization is a must for every member of a fraternity. Fund raising activities and community service always have a high priority in every chapter, and each member is required to organize and/or take part in many of these activities as a pledge, a brother and an alumnus. This helps individuals within the group to develop organization and planning. In addition, since the fraternity might be located in a house, each brother must learn household organization for his brothers well being. Fraternities are famous for their energetic social gatherings (parties) which require all of their members to be socially active and outspoken when the occasion calls for it. This helps fraternity members develop very strong social skills. Since the act of one member reflects over the acts of all the others, self-control and awareness of actions are mandatory. In addition, when the brothers live in fraternity houses, this adds to the development of social skills in the way that a member must be able to deal and live with different kinds of people in different situations. Since there are people of different scholastic levels in a fraternity, the member of the fraternity have access to a great deal of knowledge on many different school subjects. It is normal for fraternities to organize study groups regularly during the school year and especially befo re exams. In addition, members might also use the opinion and advice of other members about the faculty in their favor, and most fraternities keep test files and other such study aids available for the benefit of their members. In outlining the rationale guiding development of a public policy, we begin by the foundations upon which a concept might be established upon, the definition of a public policy. There are numerous definitions of a public policy, but the definition must contain aspects of ideas, values, decisions made and actions taken, pursued or ignored by the relevant authority with respect to the achievement of that idea or plan Braun and Busch (1999, p.61). This if candidly stated would imply choices and decisions taken by a government that will direct actions that might follow from the initial choice or decisions. Public policies can be split into two classes; there are policies that are already on the public agenda and there are policies that are yet to be formulated. Public policies can also be split into two, a policy can either be regulative or allocative (Harrington, Estes and Crawford 2004, p.7). The policy that is already on the public agenda is already prioritized and the necessary formal stages are in place, on the other hand, any issue that is not on the public policy agenda requires sufficient information and education from all the relevant stakeholders to initiate its development and to oversee its implementation. Gerston (1997, p.63) suggests that for a public policy to be classified as a public agenda it must meet three criteria , first, the policy must have a wide scope, second the impact of the policy must be felt, this the intensity criterion and finally it must have been developed earlier, the time criterion. Public policies have been formulated for a number of reasons, Blakely and Leigh, (2010, p.127) suggests that public policy satisfy three core reasons reactive, proactive and proactive demands. Never Giving Up in Steinbeck's The Moon is Down Machine Gun fire blasts over your head while your hiding in your home, the only protection available. A slight whistle begins in the distance but it soon becomes closer and closer, its sound becomes louder and more intense with every inch of ground that it covers. Then as soon as it started the whistle becomes an explosion-killing half of your friends and destroying any-thing in its path. The end is near as your town is conquered and you think there is nobody left to fight. But is there? This is a short description of what the townspeople of a small European town may have heard the day their town was seized by the German army in John Steinbeck's novel The Moon is Down (1942). Steinbeck's novel begins with a description of how easily the town was occupied by a far superior army that was well planned and was prepared for every possible outcome. The novel continues telling the story about a town that refuses to give up its freedom because it is out numbered and over powered. I believe that the story does not have a main character, but if in fact it does, the two would have to be the German high command Colonel Lanser and the town's Mayor Orden. These two are hard to define as main characters because of their simplicity. Lanser is a German man that has been in the army since the First World War and is only doing his duty as a commanding officer. The mayor is a calm man who only wants the best for the people of his town. The main theme that the novel is based on is simply overcoming adversity and never giving up. The theme of a novel can change the complete meaning of the story for each individual reader. If one person reads a book and he/she thinks that the book's main them... ...ry. If I tell them to fight they will be glad, and I who am not a brave man will have made them a little braver." The Mayor says this only because he knows that he will be killed no matter what he does but he knows that he must do anything he can to overcome adversity and help his people. The novel concludes with Mayor Orden being executed after telling the people of the town not to give up and to keep fighting till the end as he did. The story's ending plays perfectly into its theme because the mayor knew that he mustn't give up because weakness is contagious. If the mayor were to have given up then it's likely the town would have fell shortly.
